35th GREEK SHORT FILM FESTIVAL IN DRAMA

Regulations

1. The CULTURAL ORGANISATION- SHORT FILM FESTIVAL IN DRAMA organizes the 35th GREEK SHORT FILM FESTIVAL IN DRAMA from 17 to 22 September 2012 in the city of Drama. Its aims are the promotion of cinema art, the cultural decentralization and the diffusion of the Greek short films.

2. Conditions for entry:
Fiction, documentary and animation short films may participate, as long as:
a) Their production was completed after January 1, 2011 and they have not been screened in public. (* especially for the edition 2012, films having been screened in public in Greece might be accepted).

b) The final print of screening is in 16mm, 35mm, BETA  or  DCP format.

c)The films have obtained Hellenic Nationality Certification by the Greek Film Center.
The category “Greeks of the World” is a special provision which  applies to Greek and Cypriot film makers  whose films haven’t received the above Certification.

d) Only one film per participant will be accepted.

e) All films and videos of all genres are accepted.

3. a) Applications should reach Athens premises by 31st May 2012. (Emm. Benaki 71, 1081, Athens). 
Each participant should complete and sign the entry form. If the entry form is to be completed and sent by e-mail, the director and the producer(s) are required to send a signed copy by mail, as well.
Acceptable formats for the pre-selection procedure are: 16mm, 35mm or DVD.

Once selected, entries cannot be withdrawn from competition by the filmmaker or producer for any reason whatsoever (non selection, objections concerning the order of screening etc).

 The final screening   copy should be submitted by the 31st  of August 2012, otherwise the film will be excluded from screening.

b) Copyright clearance is the responsibility of the producer of each submitted film.

c) The Festival undertakes the return of  the films (DCPs, Betas or film prints) 15 days after  the end of the event “The Festival in Drama is on road”.  The Festival is not responsible for keeping the  prints after  the fixed period of 15 days.

In exceptional cases a film is possible to be returned in Drama after the end of the Festival, at the request of the producer in writing.
 
d) The programme and the order of screening are defined by the Artistic Director of the Festival.


4.  a) The selection of the films is done by the  Pre-selection Committee. Its members are appointed by the Artistic Director. The screening in the competition of non selected  films is prohibited.

b) The screening of the films at a cinema theater or tv channel before or during the Festival is prohibited. (with the exception of the scheduled screenings of the festival).


5. a) The  Artistic Director  forms a Jury of at least 5 members by selecting them and appointing their President.

b) The Jury sessions are summoned by the President. They are valid when the present members are more than the absent members.

c) The Jury is obliged  to  draw up  a statement with  the names of the  present members and to mention  explicitly a possible absence or  impediment of a member.. The original minutes are  kept with the Secretariat of the  Festival.

d) The Jury members are not allowed to publicize theirs talks and decisions before the formal announcement of the results.  They are also forbidden  to  express  opinions about the films participating in  the festival   outside  Jury sessions.

e) Anyone involved in the production, distribution or commercial exploitation of a film in competition cannot participate in the Jury.

f) The Jury decisions are taken with absolute majority of the present members after open voting.

6. AWARDS
Awards of the 35th GREEK SHORT FILM FESTIVAL IN DRAMA

The Jury of the Festival consists of at least 5 members and awards the following Prizes:

Best Film 1st Prize
  
SILVER DIONYSUS
Best Film 2nd Prize

AWARD “GREEKS OF THE WORLD – Socrates Dimitriadis”

AWARD FOR THE BEST DOCUMENTARY

AWARD FOR THE BEST STUDENT FILM

AWARD FOR THE BEST NEWCOMER DIRECTOR

The Jury may also award other honorary distinctions for specific artistic achievements. Each prize is awarded to a single film and cannot be awarded ex aequo.


7.  a) A digital copy of the final print will remain with the archive of the Festival.

b) The festival reserves the right to digitalize the submitted films for the needs of the Film Market and its Archive.

c) Film excerpts that might be broadcasted on television or the internet, should not exceed a duration of 3 minutes or 10% of the total running time of the film.

d) The Festival reserves the right to publicize information about the film, including the contacts of the film director and the producer.

e) For the promotion and distribution of the films, after the end of its annual edition, the Festival may publish a special compilation dvd (under private contract with the producer of each film).

8.a)  The Cultural Organisation – Short Film Festival in Drama accommodates the
director or one participant per film in competition.

b) All films must be returned from the Festival Premises 15 days after the special event  “The Festival travels in Athens”. The Festival undertakes the insurance and transportation cost (Athens – Drama - Athens) for this period.
In case of print damage or loss, under Festival’s liability, the festival is obliged to refund the cost of printing a copy of the submitted format.

9. a) Submission of the entry form to the International Short Film Festival in Drama implies unreservable  acceptance of the present regulations

b) Any dispute concerning the present regulations will be judged and settled by the President of the Festival.

c) In case of litigation, only the courts of the city of Drama
shall have jurisdiction.
